Job Title: IT Healthcare Consultant – Project Manager (Advanced)
Location: Columbia, SC (Hybrid: 3 days in office, 2 days remote)
Duration: 12 Months
Work Hours: 40 hours per week
Job Summary: We are seeking an experienced IT Healthcare Consultant – Project Manager to lead the implementation of system changes and manage projects ranging from small to large scale for MMIS and related subsystems. This position will play a key role in evaluating agency needs, analyzing business processes, and translating technical and non-technical requirements into actionable IT solutions.
The Project Manager will lead a team of business analysts, coordinate requirements development, and serve as a liaison between business stakeholders and IT teams to deliver high-quality solutions that meet organizational objectives.
Key Responsibilities:
Coordinate system change efforts with a team of business analysts, ensuring compliance with standard operating procedures.
Manage classification, evaluation, and prioritization of changes for relevant systems.
Support and guide business analysts in requirements development and documentation.
Serve as a liaison between business units and IT teams, ensuring technical solutions meet user needs.
Analyze operations to identify strengths, weaknesses, and automation opportunities.
Assist with business process redesign and documentation for new technologies.
Translate business requirements into functional specifications for IT teams and manage specification changes.
Negotiate agreements and commitments between business and IT from requirements gathering to implementation.
Apply knowledge of technology trends to provide innovative solutions and improve enterprise competitiveness.
Lead requirements development, including elicitation, analysis, specification, and validation.
Document and analyze business processes, data requirements, and relationships.
Participate in requirements management (change control, version control, status tracking, traceability).
Provide interpretation and guidance on requirements to technical and testing teams.
Identify risks, issues, and action items, and propose solutions.
Engage with internal and external stakeholders (vendors, state and federal agencies, providers, beneficiaries).
Contribute to buy-versus-build recommendations.
Research, maintain, and document business rules, requirements, and models in a repository.
Perform other project-related duties as assigned.
Required Skills & Experience:
Minimum 5 years’ experience in government IT projects as a business analyst or related role.
Minimum 5 years’ experience eliciting, analyzing, and documenting business rules and processes.
At least 5 years of Medicaid experience.
Strong written and oral communication skills, including the ability to write requirements and use cases.
Ability to gather requirements through interviews, analysis of laws/regulations, and policy review.
Knowledge of formal business process documentation.
Familiarity with business modeling techniques and process flow tools.
Ability to effectively communicate with executives, management, project teams, and stakeholders.
Education:
Bachelor’s degree in technical, business, or healthcare-related field required.
Equivalent experience may be considered in lieu of a degree (year-for-year substitution).
Preferred Skills & Experience:
Subject matter expertise in Medicaid or healthcare insurance (project or operations).
Experience with MMIS (project or operations).
Proficiency with Microsoft Project/Project Server.
